We are seeking a Senior Executive Director - Administration (Performance-Based Contracting and Pay-for Performance Systems) to join our team. This is a full-time, exempt position (occasional travel required across participating states). Position Details: The Senior Executive Director - Administration (Performance-Based Contracting (PBC) and Pay-for-Performance (P4P) Systems) provides strategic leadership and operational oversight of outcome-based contracting initiatives across multiple states. This role ensures contractual compliance, drives data-informed decision-making, and fosters innovation in service delivery to improve outcomes for individuals supported by the organization. This position is accountable for aligning internal systems with evolving state and federal PBC frameworks-beginning with Pennsylvania and expanding to other states-while cultivating strong partnerships with regulatory agencies, internal leadership teams, and provider networks. The Senior Executive Director of Performance-Based Contracting (PBC) and Pay-for-Performance (P4P) Systems will:

  • Lead strategic development and implementation of Performance-Based Contracting (PBC) and Pay-for-Performance (P4P) frameworks in alignment with organizational and state goals.
  • Serve as the primary liaison to state regulatory bodies, offering expertise on performance metrics, outcomes, and policy compliance.
  • Collaborate across departments to monitor data-driven performance indicators and guide quality improvement initiatives.
  • Oversee the creation of dashboards, scorecards, and executive-level reporting to evaluate progress and inform decision-making.
  • Coordinate multi-state PBC/P4P implementation, supporting local leaders and ensuring alignment with diverse regulatory environments.
  • Lead stakeholder engagement efforts through steering committees, executive briefings, and capacity-building initiatives.
  • Direct the organization's Quality Management Plans and Incident Management processes to ensure safety, compliance, and improved health outcomes.
  • Ensure full compliance with contractual and regulatory standards while promoting operational excellence through policies rooted in best practices.

The Ideal candidate will possess:

  • Experience working with Pennsylvania's ODP PBC initiative and/or other state-driven performance-based systems.
  • Familiarity with credentialing systems like NADSP, HCBS quality metrics, and workforce performance indicators.
  • Excellent organizational, planning, strategic, and analytical skills.
  • Proficiency in interpreting data and leveraging it to drive performance improvement.
  • Ability to build cross-functional teams and leading through influence.
  • Excellent verbal and written communication; comfortable presenting to executive and regulatory audiences.
  • Demonstrated ability to manage multiple complex projects across diverse geographies.

  • Master's degree in Public Administration, Health Policy, Human Services, Business, or related field required.
  • Minimum of 8-10 years of leadership experience in health and human services, with at least 3-5 years overseeing performance-based or outcomes-driven contracts.
  • Proven track record implementing PBC, Value-Based Purchasing, or Pay-for-Performance systems in multi-site or multi-state settings.
  • Strong knowledge of IDD systems, Medicaid waivers, managed care, and quality frameworks.
