Senior Policy Analyst, Bureau of Equitable Health Systems
About the position Responsibilities
- Design and execute research on state and federal policies related to New York State of Health Marketplace, including eligibility, enrollment, bolthires sharing, subsidies, and covered benefits.
- Analyze policies including rules and regulations related to the Affordable Care Act and the healthcare safety net, with a focus on their impacts on low-income and immigrant communities.
- Monitor policy developments related to health and immigration.
- Research and analyze federal and state legislation, regulations, and programmatic initiatives to enroll the uninsured population into health insurance.
- Identify data to support and guide health policy and program planning efforts.
- Coordinate the bureau's legislative tracking systems.
- Monitor state and federal registers for relevant regulatory actions.
- Conduct literature searches for evidence base, maintain records, and prepare reports to support the bureau's position on policy recommendations.
- Draft responses based on literature research to respond to requests from Intergovernmental Affairs, Agency Communications, and requests from internal and external stakeholders.
- Conduct policy analysis and employ social-determinants-of-health orientation to state Medicaid reforms.
- Coordinate with other policy programs within DOHMH.
- Assist on special projects as needed.
- Additional duties as assigned.
Requirements
- A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
- A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
- A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
- Education and/or experience which is equivalent to '1' or '2' above.
However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in '2' above. Nice-to-haves
- Graduate degree in public health or public policy
- Experience in policy analysis
- Excellent research and writing skills
- Knowledge of federal, state, and local health policy issues, ideally in New York City
- Demonstrated ability to work well as part of a team and in a fast-paced environment
- Highly organized and exceptionally detail-oriented
- Excellent interpersonal, organizational, writing and communication skills
- Proficient in bolthires Word, Excel, and PowerPoint.
