Position: Enterprise Technology (Integration) Architect Location: Remote Duration: Long Term Client: South Carolina Department of Health and Human Services (SCDHHS) Job ID: 5400023278 Job Description: Background: The South Carolina Department of Health and Human Services (SCDHHS) is the State agency that administers programs for Medicaid, Children's Health Insurance Program (CHIP), and Individuals with Disabilities Education Act (IDEA) Part C Program, known as BabyNet. SCDHHS is undergoing a major Medicaid Enterprise System (MES) Modernization that will span several years and is focused on decommissioning the legacy Core Medicaid Management Information System (MMIS). The MES Modernization will enable a range of improved business outcomes and benefits for providers, recipients and SCDHHS. The modernization includes activities and investments spanning five key initiative areas:

  • Manage Modernization: Enhance and scale the capabilities and resources required to effectively govern and manager the Agency's (MES) modernization efforts.
  • Optimize Medicaid Managed Care: Implement capabilities that support SCDHHS's managed care business strategy and enable the decommissioning of the legacy core MMIS.
  • Innovate with Data: Acquire resources, tools, and infrastructure to enable the SCDHHS to leverage data effectively for informed decision-making, performance monitoring, cost management, and enhancing the quality of purchased services.
  • Integrate with Medicaid Enterprise Systems: Implement an integration platform that supports the integration of SCDHHS's current and future MES modules, improves interoperability with external data and systems, and complies with Federal requirements and guidance.
  • Manage Applications in the Cloud: Acquire resources to manage SCDHHS's preferred cloud environment and migrate key MES systems and applications to the cloud.

Scope

  • Identify key interactions and dependencies across the agency application portfolio and analyze business strategic and operation plan to understand new integration needs.
  • Understand and communicate how integration architecture interacts with, supports, and impacts business and IT initiatives.
  • Develop and maintain integration strategy including integration-related patterns, standards, guardrails, principles, and reference architectures.
  • Provide oversight for integration efforts across all applications.

Credentials and Experience

  • Bachelor's degree in computer science, information technology, system analysis or a related study, or equivalent experience.
  • Minimum five years of design and implementation experience in IT, with a deep knowledge in a minimum of two of the following (or similar) technical disciplines: infrastructure and network design, application development, application programming interfaces (APIs), middleware, servers and storage, database management and operations, clustering technologies, virtualization, cloud technologies, and Active Directory and protocols.
  • Exposure to multiple, diverse technical configurations, technologies, and processing environments.

  • Knowledge of different modeling languages (e.g., UML, ArchiMate, etc.).
  • Knowledge of IT standards and controls.
  • Understanding of information principles and processes.
  • Understanding of network and security architecture.
  • Understanding of system development life cycle methodologies (such as waterfall, spiral, agile software development, rapid prototyping, incremental, synchronize and stabilize, and DevOps).
