Job Description

RESPEC is seeking a highly experienced CAPPS Technical Product Lead to support a mission-critical enterprise resource planning (ERP) ecosystem that serves numerous government organizations and stakeholders. This role will provide technical leadership, product ownership, vendor oversight, strategic planning, and operational governance for a large and complex PeopleSoft-based environment. The ideal candidate will bring extensive experience supporting large-scale public sector ERP platforms, leading cross-functional technical initiatives, managing vendor relationships, and driving strategic technology roadmaps. This position requires a unique blend of technical expertise, executive communication skills, security awareness, and operational leadership. Core Responsibilities Lead technical product strategy and roadmap development for a complex enterprise ERP environment supporting multiple organizations and stakeholders. Partner with executive leadership, business owners, technical teams, and external vendors to prioritize initiatives, manage risk, and ensure alignment between business objectives and technology investments. Provide oversight of enterprise application operations, production support, system enhancements, integrations, security controls, and vendor-managed services. Drive continuous improvement efforts across service delivery, governance, compliance, accessibility, and operational processes. Manage technical projects and cross-functional initiatives while coordinating activities among internal teams, implementation partners, managed service providers, and third-party vendors. Support enterprise security, user access governance, Segregation of Duties (SoD) controls, data quality initiatives, and system modernization efforts. Prepare executive-level presentations, technical recommendations, status reporting, and strategic planning materials. Participate in procurement-related activities, technical evaluations, solution design discussions, and long-term technology planning efforts.

Qualifications

Required Technical Experience 12+ Years of Experience · Supporting Texas state government agencies or equivalent large public-sector organizations. · Providing technical leadership and operational support for enterprise application platforms. · Developing and managing strategic technology roadmaps, technical planning initiatives, and cross-functional technology programs. 10+ Years of Experience · Delivering executive presentations and communicating with senior leadership teams. · Managing large-scale technical projects, enterprise initiatives, and vendor relationships. · Interpreting contractual requirements and holding vendors accountable to service commitments and deliverables. · Working with data integration, data quality, enterprise architecture, and Software Development Life Cycle (SDLC) methodologies. · Supporting IT security controls, governance processes, compliance initiatives, and risk management activities. · Hands-on experience with: o PeopleSoft FSCM 9.2 o PeopleSoft HCM 9.2 o PeopleTools o PeopleCode o Application Designer o SQL o PS Query o SQR o Application Engine o Oracle Database 11g or higher · Supporting large-scale ERP production environments serving multiple organizations, agencies, or business units. 8+ Years of Experience · IT Service Management (ITSM) functions and ITIL-based service delivery practices. 5+ Years of Experience · User access governance and Segregation of Duties (SoD) administration within enterprise or multi-tenant environments. 2+ Years of Experience · Technical product ownership and oversight of outsourced teams, managed services providers, or external delivery partners. Preferred Qualifications: Candidates with the following experience will be highly competitive: · 10+ years supporting software and hardware asset management best practices. · 10+ years supporting statewide financial management systems or similar enterprise financial platforms. · 10+ years developing technical specifications and requirements for technology procurements. · Experience with enterprise identity and access management solutions. · Experience with single sign-on (SSO), access governance, user access reviews, and data masking technologies. · Experience supporting accessibility standards, including WCAG 2.1 compliance. · Experience supporting enterprise modernization and digital transformation initiatives. Additional Information Work Model This position is approved for remote work within the continental United States. Primary client location: LBJ State Office Building 111 East 17th Street Austin, TX 78711 While this role is primarily remote, occasional on-site attendance may be required based on project needs, onboarding activities, equipment pickup, meetings, or operational requirements. Candidates should be comfortable traveling to Austin, Texas when requested. Work Schedule: Monday through Friday, 8:00 AM – 5:00 PM Central Time. Occasional evening, weekend, or holiday work may be required to support production activities, deployments, or critical operational events.
