About the position The Capital Projects Manager (CPM) position is part of the District of Columbia Public Library (DCPL) Capital Planning and Construction division. The District of Columbia Public Library is a vital and cherished institution with significant ongoing investments in new and modernized libraries across all eight wards. Beautiful, award-winning, well-loved libraries make up the Library Built environment within the District and are benchmarked nationally and internationally. Capital Planning and Construction is responsible for new construction and renovations with a strong commitment to excellence in the civic built environment. We are focused on creating civic destinations that are context-sensitive, human-centered, and climate-forward. The position reports to the Director of the division. The position is primarily based out of MLK Jr. Memorial Library, a landmark, and celebrated central library that reopened after an extensive $200M+ renovation in 2020. This position is one-year term renewable year over year, subject to performance, compatibility of skillset to project phase and continued funding. The position will have significant impact both within and outside the DC Public Library in safeguarding and enhancing credibility within the communities, District administration and agencies, as well as with design and construction industry partners. The CPM will routinely collaborate with internal library team members, design & construction firms, trade contractors, utility companies, furniture, fixtures and equipment suppliers, other service providers, and district agencies.

Responsibilities

  • Shepherd the delivery of assigned new construction and renovation projects within budget and on time while adhering to safety and compliance requirements.

  • Independently manage and monitor the simultaneous design, construction or renovation of 2 to 3 library projects.

,

  • Manage projects that are climate-forward, net-zero energy ready.

,

  • Enable human-centered and inclusive design that is responsive to the needs of the community.

,

  • Integrate advanced building systems into resilient and vibrant interior spaces.

,

  • Make recommendations to the Division head for approval to enable timely decisions.

,

  • Maintain strict project records including document control and flow.

,

  • Formulate and refine succinct scopes of work and propose project delivery methodologies.

,

  • Anticipate and proactively initiate administrative, technical, and fiscal actions to mitigate risks.

,

  • Enable preliminary feasibility studies and map out the regulatory process.

,

  • Collaborate with the procurement team in selection of the most qualified consulting design and construction firms.

,

  • Serve as the contract administrator and onboard selected firms ensuring compliance.

,

  • Collaborate with consulting design partners to establish and maintain alignment with goals, budget, and schedule.

,

  • Monitor projects and recommend actions to counteract any deviation from program goals.

,

  • Manage, monitor, and review narratives, drawings, presentations, and specifications during design phases.

,

  • Ensure alignment with project goals by consulting and obtaining support from stakeholders.

,

  • Collaborate with internal staff & external partners for resolution of complex challenges.

,

  • Review submittals, ASIs, RFIs, and onsite conditions to ensure adherence to design intent.

,

  • Perform site inspections, monitor construction quality, and ensure compliance with safety and labor laws.

,

  • Integrate library stakeholders during construction to facilitate a smooth project acceptance process.

,

  • Manage the hand-off of record drawings, specifications, and warranty documents.

,

  • Apprise the Director of Capital Planning & Chief Procurement Officer with justification for contract change orders.

,

  • Ensure timely issuances of payments for design and construction services rendered.

,

  • Coordinate operations with District and Federal agencies through planning, design, and construction phases.

Requirements

  • Bachelor's Degree from an accredited college or university in Architecture, Building Technology, Engineering, Real Estate, Construction Management, Environmental Science or related fields.

,

  • Minimum of 5 years in the AEC (Architecture, Engineering, and Construction) industry with at least 1 year within an owner's project delivery team.

,

  • Direct experience in planning, design and construction of mixed-use, Cultural, Retail, Civic, or innovative workspace and learning environments.

,

  • Experience in successful delivery of built environment projects while being proactive, collaborative, ethical, and credible.

,

  • Demonstrable technical knowledge and a track record of managing concurrent new construction and complex renovation projects.

,

  • Thorough knowledge of design, construction, engineering, procurement, and safety and environmental issues.

,

  • Excellent verbal and written communication skills, strong interpersonal and presentation skills.

,

  • Proven work ethic and ability to work well with others as well as independently.

,

  • Detail-oriented approach with strong analytical, problem-solving and troubleshooting skills.

Nice-to-haves

  • LEED accreditation, professional registration, Master's degree in the built environment-related field, or PMP Certification.

  • Experience with Microsoft Project, Primavera, Procore, Bluebeam, and other construction industry software.
