Developmental Disabilities Licensing Analyst (Compliance Specialist 2)

The Oregon Department of Human Services is seeking a Developmental Disabilities Licensing Analyst to join their team dedicated to improving services for individuals with developmental disabilities. The role involves ensuring compliance with laws and regulations related to the licensing of care providers, monitoring provider agencies, and offering technical assistance to improve service quality.

Responsibilities

  • Monitoring provider agencies and offering technical assistance to improve service quality and consistency
  • Conducting statewide reviews of provider competence and compliance with OARs, program policies, and federal requirements
  • Providing consultative guidance on administrative rules, policies, and operational best practices
  • Collaborating with internal and external teams, stakeholders, and providers to maintain statewide consistency

Skills

  • A Bachelor's Degree in Business or Public Administration and one year of the specified experience
  • Four years of experience compiling and evaluating facts to recommend management action or decide compliance with program guidelines and regulations. Two of the four years must have included making independent decisions based on the information gathered in the compilation and evaluation of the facts
  • Experience demonstrating a high level of attention to detail
  • Experience applying research and analytical skills to evaluate and interpret information
  • Experience reading, interpreting, and explaining laws, rules, and policies in a clear and understandable manner
  • Experience communicating effectively and cross-culturally in written, verbal, and virtual environments
  • Experience managing workload and meeting deadlines to process documents and information within prescribed timelines and in compliance with state laws
  • Experience using intermediate or higher-level Microsoft applications, including Excel, Teams, Word, and related software
  • Experience demonstrating effective time management and organizational skills, including prioritizing work, managing multiple assignments simultaneously, and adapting to changing priorities
  • Experience working collaboratively as part of a team, providing constructive feedback, and working independently with minimal supervision
  • A valid driver's license and acceptable driving record
